Citizen's petition looks to restore Town Meeting

http://www.seacoastonline.com/articles/20130305-NEWS-303050360

By Jennifer Keefe

EAST KINGSTON — Selectman Matthew Dworman said something critical was lost in the town's switch in 2009 from a Town Meeting form of government to being a Senate Bill 2 town.

SB2 towns hold a deliberative session on the budget and other warrant articles, but final voting on those measures is done by ballot.

Towns like Stratham that still use the Town Meeting form of government hold an annual meeting to discuss and vote on each warrant article.

Dworman wants to bring that style of government back to East Kingston.

"We live in a small town, and Town Meeting is something that brings a community together regardless of the issues," he said. "And it's something very attractive to new residents who may have come from Massachusetts or larger cities that don't have town meeting."

Dworman submitted two petition warrant articles this year calling for Town Meeting to be reinstated and to be held on the first Saturday morning after the second Tuesday in March.

He said turnout would be better on a weekend day, rather than a Tuesday, which is when voting takes place this year in town.

Dworman has served on and off as a selectman since 2002, and said he has been concerned with a lack of understanding by the public about the issues on which they're voting.

As an example, he said several years ago, after SB2 had passed, residents voted down the appropriation of money in the town's capital reserve fund to pay for a town revaluation, which is required by statute to occur every five years.

"Unfortunately, the populous didn't understand the question enough and voted no on that," he said. "We had to have a special town meeting to release the funds. It was very costly and a waste of time and money on a simple issue that would have taken two minutes to go over."

He said he's concerned people aren't educated on the issues before making their decisions in the voting booth.

He has been speaking with residents and making sure people are aware of the petition warrant articles that will be appearing on the 2013 ballot, and said he's received positive feedback from "pretty much everyone" with whom he's spoken.

"It's the original form of governance," he said of Town Meeting.

Article 9, undersigned by Dworman and 37 other voters, reads: "Shall we rescind the provisions of RSA 4:13 (known as SB-2) as adopted by the Town of East Kingston on Tuesday, March 10, 2009, so that the official ballot will no longer be used for voting on all questions, but only for the election of officers and certain other questions for which the official ballot is required by state law?"

Article 10, undersigned by Dworman and 26 other voters, reads, "Shall town meeting be held on the first Saturday morning after the second Tuesday in March?"

Voting on these articles, as well as town offices and other town business, will be held Tuesday, March 12 at the East Kingston Elementary School. Polls will be open from 8 a.m. to 7 p.m.
